In profile: Committee on Budgetary Oversight

The Committee on Budgetary Oversight is a standing Dáil committee responsible for examining the State’s fiscal policy, budgetary framework, and overall management of the public finances.
Operating at the centre of Ireland’s fiscal architecture, the committee scrutinises how government revenue is raised and expenditure is allocated, with a particular focus on budgetary strategy, economic forecasts, and compliance with national and EU fiscal rules. It provides a forum for detailed engagement with the Department of Finance, the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation, and associated agencies, as well as independent bodies such as the Irish Fiscal Advisory Council.
The committee’s remit includes pre- and post-budget scrutiny, analysis of stability programmes, and examination of taxation policy, public spending trends, and macroeconomic assumptions underpinning the budget. It may also consider long-term fiscal sustainability issues, including demographic pressures, capital investment planning, and risks to the public finances.
While it does not set policy, the committee plays a key oversight role in testing the robustness of government decisions and promoting transparency in how public money is managed. Its work often involves engagement with economists, stakeholders, and international experts, alongside comparative analysis of fiscal practices in other jurisdictions. Through its reports and hearings, the committee seeks to strengthen parliamentary scrutiny of the budget process and support informed debate on economic policy.
