In profile: Committee on Parliamentary Privileges and Oversight

The Committee on Parliamentary Privileges and Oversight is a standing Dáil committee responsible for examining matters relating to the parliamentary privileges and overseeing the rules and procedures of the Dáil.
The committee focuses on the oversight of parliamentary procedure generally, including practices governing debates, conduct, and the use of privilege. Primarily, the committee’s role is to safeguard the integrity of parliamentary privilege which protects TDs from legal action such as defamation, for statements made during official parliamentary business.
This involves examining submissions from individuals who believe they have been adversely affected by an utterance made during parliamentary business and determining whether a TD abused their privilege or acted appropriately. If the report by the committee determines that a member has abused privilege, they will be named by the Ceann Comhairle for suspension from the Dáil, subject to a vote by TDs.
Overseeing procedure in standing, select, and special committees is also part of the committee’s remit, including examining potential abuses of parliamentary privilege and adopting and publishing a protocol for persons giving evidence to committees. Additionally, the committee has a periodic role as the Committee on Remit Oversight, which includes monitoring compliance with committee mandates and standing orders.
